Module 21: Manage Network Operations

Nominal duration: 5 weeks (60 hours total time commitment)

This time commitment includes the preparation reading, attendance at each webinar (1 hour plus 15-30 minutes for discussion), and the time necessary to complete the assignments and further study.

MODULE PURPOSE

Transmission and Distribution utilities use comprehensive tools to manage power systems and network operations to provide their customers with reliable and quality service in terms of reducing outages, minimizing outage duration and quality power. This module will examine the control of power systems in a regulated energy market, impart the skills required to plan and coordinate network operation and respond to power system operational issues. It will also cover the need for maintenance planning and the important steps in planning, coordinating and concluding control tasks including the need for proper records. Another aspect will be the importance of statutory and enterprise procedures and industry guidelines for ensuring work safety, employee training and certification.

ASSESSMENT STRATEGY

To evaluate the achievement of the learning outcomes; written assignments, group projects and practical exercises are set.

(b)   its costs and benefits

Learning Outcome 2

Explain the various quality of service (QoS) indicators for network operations

Assessment Criteria

2.1

Discuss the meaning of different network performance indicators, such as:

(a) CAIDI

(b) SAIDI

2.2

Explain the significance of each of the performance indicators in the context of QoS

2.3

Evaluate and interpret the performance indicators

2.4

Identify the required actions to improve QoS based on interpretation of the performance indicators


Learning Outcome 3

Plan network equipment maintenance to achieve improved quality of service

Assessment Criteria

3.1

Identify equipment responsible for poor QoS, such as:

(a) frequent interruptions

(b) low voltage

(c) flicker

3.2

Examine the current maintenance levels with manufacturer’s recommendations and determine whether there is any shortfall

3.3

Explain the relevance of inspection schedules and list the equipment/tools required for both non-invasive and invasive inspection

3.4

Discuss the approach for planning the maintenance frequency and the specific measures to be carried out during maintenance to improve QoS

Discuss the important aspects involved in planning, execution and close out of network control activities and the importance of statutory and enterprise procedures

Explain the relevance of measures for creating a safe work environment, ensuring:

(a) sustainability and environment protection

(b) work group identification

(c) responsibility assignment

(d) placing access permit requests

Identify the resources required and risk assessment methods

4.3

Examine the need to execute jobs based on planning while also solving unexpected problems and responding to unplanned events

4.4

Explain the activities after completion of execution, such as:

(a) updating of records, and;

(b) initiating measures for follow up

Explain the use of statutory and enterprise procedures in carrying out network control activities

Discuss the need for employee training and certification in achieving better QoS

Assessment Criteria

5.1

Examine the role of training in improving QoS by creating a more knowledgeable workforce

5.2

Describe the systems used for gap identification and training needs analysis

5.3

Explain how to identify suitable training programs based on the competencies required to be developed

5.4

Explain the relevance of assessment of knowledge and skills and adoption of a  certification system for establishing competency of the workforce.


Delivery mode

A combination of asynchronous and synchronous e-learning delivery comprising a judicious mix of interactive online web conferencing, simulation (virtual labs) software, remote online labs, online videos, PowerPoint slides, notes, reading and study materials (in PDF, HTML and Word format) accessed through the Moodle Learning Management System (LMS).
